Pre-Qualification Notice for Consultants

Reference: International open Tender for Consultancy Services for Elaboration of a Feasibility Study aiming to prepare the Integrated Mukungwa Wetland and Landscape Restoration Project in Rwanda.

Financing Source: Federal Republic of Germany; Financial Cooperation through KfW Entwicklungsbank and Lake Victoria Basin Commission (LVBC).

Requested Consulting Services:

The Government of Rwanda (GoR) through Rwanda Environment Management Authority (REMA) – with REMA acting as the National Project Executing Agency (NPEA) – intends to implement the “Integrated Mukungwa Wetland and Landscape Restoration Project” with financial support from KfW through Lake Victoria Basin Commission (LVBC), with LVBC acting as the Project Executing Agency (PEA).

Numerous climate change impacts on various sectors can already be observed or are very likely to be expected in the near future within the project area:

  • High surface water run-off – due to increased precipitation patterns – lead to increased soil erosion and to higher sediment loads in the Mukungwa catchment area.
  • Increased sedimentation effects in surface water bodies negatively affect electricity production by hydro-power stations.
  • Low level electricity production prevents economic development and further enhances the dependency on decentralized small-scale agricultural activities.
  • Population growth in combination with non-existing or inadequate wastewater collection and treatment facilities increases the pollution of surface water and groundwater resources.
  • Increasing pollution within the Mukungwa catchment area negatively affects
  • the biodiversity of Munkungwa wetlands and its riparian landscape, including forests and thus their attractivity for tourism development
  • the availability of high quality water resources for the drinking water supply system and thus the health of the population within the project area
  • the availability of high quality water for irrigation of agricultural land and thus to ensure safe food production
  • the water quality and thus the aquatic biodiversity of the downstream Lake Victoria basin

The focus of the project will be the development of Mukungwa Eco-Park and the restoration of its riparian landscape. REMA together with Musanze District intends to design and convert Mukungwa wetland into an urban wetland recreation and eco-tourism park.

In this context the Lake Victoria Basin Commission (LVBC) – with financial assistance from the German Government through KfW Entwicklungsbank – now intends to engage a Consultant for the elaboration of a Feasibility Study of a total study duration of 8 months, which comprises:

  • to conduct all relevant baseline studies
  • to develop relevant alternative concepts and preliminary designs for proposed infrastructure measures
  • to elaborate corresponding investment and operation cost estimates.

The results of these investigations, concept and preliminary design services as well as cost estimates shall assess the project feasibility and will thus serve as the basis for appraisal and implementation of the Project. It shall, in consequence, provide all data necessary for the appraisal of a Financial Cooperation Project.

The assignment shall also include all relevant Consulting Services related to a Climate Impact Assessment (CIA) as well as an Environmental and Social Impact Assessment (ESIA) of the proposed project.

The expected output, the Feasibility Study, shall comprise, however may not necessarily be limited to the following aspects:

  • general project issues
  • technical and financial project issues
  • institutional and financial project viability
  • project implementation modalities and concept.
  • climate impact assessment (CIA)
  • environmental and social impact assessment (ESIA)

The prequalification of experienced Consultants will follow the latest version of KfW “Guidelines for the Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partner Countries” (please refer to homepage of KfW Development Bank www.kfw-entwicklungsbank.de).

It is foreseen to assign an independent consultant firm with proven international experience in the integrated water resources management (IWRM) sector and having a regional experience record. In case of an international lead consultant it is recommended to associate with a local consulting firm. The minimum annual turnover of the consultant is fixed at EUR 10.0 million, with – in case of a Joint Venture – the minimum annual turnover of the lead consultant being EUR 7.0 million.

An “Invitation for Pre-Qualification” (PQ) with more detailed information on the program’s components and measures, the type of services to be provided as well as the documents to be submitted for prequalification, including the envisaged evaluation methodology, is available upon written request from the Tender Agent, Prof. Dr.-Ing. The invitation for PQ will be distributed electronically.
