Engaging Private Sector for Green Growth in Lake Victoria Basin (EPSGG-LVB) Project is a regional project of LVBC implemented by the commission through the National Cleaner Production Centres of Kenya, Rwanda, Tanzania and Uganda and the ministry of Industry, Commerce and Tourism in the Republic of Burundi.

Project Development Objective (PDO): The project objective is to increase use of and investment in Resource Efficient and Cleaner Production (RECP) technologies by private enterprises in the Lake Victoria Basin. Project implementation employs the approach of promoting RECP among targeted enterprises in the basin.

RECP: This is the continuous application of an integrated preventive environmental strategy to processes, products and services to enhance efficiency and reduce adverse human and environmental impacts.

Project Components: The project consists of three technical components and a coordination and management component. These are elaborated as follows.

• Component 1: Scaling-up the RECP Activities: This component aims at expanding the scope of engagement, for a broader and more sustainable program of resource efficient and cleaner production (RECP) activities with the private sector. The component consists of two (2) subcomponents namely 1.1: Scaling up existing RECP activities; and Subcomponent 1.2: Expanding partnership.
  • The expected outcomes of this component are increased adoption of RECP by targeted industries including SMEs, contributing to the compliance and enforcement on regional effluent standards and the reduction of industrial pollution that are discharged into Lake Victoria.
• Component 2: Strengthening the Facilitating Environment for RECP: Participation in the RECP program is and will remain voluntary, but this component aims at strengthening the incentives for companies to participate and adopt RECP technologies. This component consists of two (2) subcomponents namely 2.1: Enabling environment for RECP; and Subcomponent 2.2: Designing financial scheme for sustainability of RECP programs
  • The expected outcomes of this component are promotion of private sector engagement in resource efficient and cleaner production through raising awareness, strengthening monitoring capacity and increased transparency.
• Component 3: Piloting Green Growth instruments: This component aims at engaging private sector support for more sustainable agricultural supply chains, particularly targeting important local agricultural commodities (e.g. sugar, tea, coffee, honey) which have intrinsic land management benefits or which offer options for improved production systems that also benefit environmental functions. This component consists of two (2) subcomponents namely 3.1 Analysis of opportunities for greening agricultural value chains; and Subcomponent 3.2 Green supply chain pilots.
  • The expected outcome of this component is successful pilot of green supply chain through collaboration with the private sector
• Component 4: Project Coordination and Management: This component provides resources to facilitate project management and coordination services including administrative costs as well as project implementation support, supervision, monitoring and evaluation.

Project Funding: EPSGG-LVB is financed through grants provided by Nordic Development Fund (NDF). The estimated project cost is 3.65 Million Euros. Of this amount, 3.2 million euros is for the Regional Executing Entity while 800,000 euros is allocated to the Bank Executed Trust Fund (BETF) to conduct implementation support and additional analysis. The table below provides a summary of funding allocation by component.

Project Partners and Implementation Arrangement: Lake Victoria Basin Commission (LVBC) is the grant recipient and coordinates the project regionally in line with the Protocol for Sustainable Development of LVB. The Commission also implements regional activities. LVBC sub-contracted the Kenya National Cleaner Production Centre (KNCPC) to coordinate the implementation of RECP technical activities regionally.

To effectively discharge this mandate, KNCPC signed implementation MoUs with the National Cleaner Production Centres of Rwanda, Tanzania and Uganda as well as the Burundi Resource Efficient and Cleaner Production Programme (BRECPP) under the Ministry of Commerce, Industry and Tourism.

The Kenya National Cleaner Production Centre (KNCPC) implements the Kenya national activities and provides the regional technical lead role and coordinates activities with filial NCPCs in each of the five EAC Partner States that share the Lake Victoria Basin (Burundi, Kenya, Rwanda, Tanzania and Uganda).

Project updates:
    • The project held an Inaugural Regional Project Planning Workshop from 8th to 10th May 2018 at Gold Crest Hotel in Mwanza City, United Republic of Tanzania
    • Regional Consultancies implemented by LVBC were awarded in February / March 2019 and are currently ongoing
    • A Regional Project Performance Review and Consultancy Inception Workshop is scheduled for 2nd to 4th July 2019 at the Goldcrest Hotel in Mwanza City, United Republic of Tanzania
    • World Bank is scheduled to field the 3rd Project Implementation Support and Supervision Mission from 16th to 30th July and August 2019
