The 47th Extra-ordinary Meeting of the East African Community Council of Ministers (EAC Council) appoints a new Executive Secretary of the Lake Victoria Basin Commission (LVBC) in Arusha, Tanzania, 6th April 2022.
The new Executive Secretary, Dr. Kahitira Masinde Bwire from United Republic of Tanzania was appointed alongside Eng. Coletha Ruhamya from the Republic of Rwanda as the Deputy Executive Secretary. The new Executive Secretary will serve a term of five years.
After reporting, the two executives will take Oath of Allegiance to the East African Community before the EAC Secretary General as per the EAC Treaty (1999) as thereafter revised. The Oath of allegiance by EAC Staff is a legally binding practice aimed at ensuring all EAC staff from EAC Partner States remain faithful and bear allegiance to the East African Community by preserving, protecting and defending the EAC Treaty.
Dr. Bwire joins the Commission after serving as a Regional Project Coordinator for Adapting to Climate Change in Lake Victoria Basin Project. He is replacing Dr. Ally-Said Matano who steered the Commission for 5 consecutive years (2016-2021). Dr. Bwire becomes the 4th Executive Secretary since the inception of LVBC as a specialized institution of the EAC.
LVBC is a specialized Institution of the East African Community responsible for coordinating the sustainable development agenda of the Lake Victoria Basin, with its Headquarters located in Kisumu, Kenya.
